As the fetus is deprived of Oxygen, anaerobic respiration occurs which results into accumulation of lactic acid into fetal cells which will result into:

Stimulation of sinoatrial node of the fetal heart causing tachycardia and later bradycardia as hypoxia goes on.

Triggering vagal parasympathetic activation that leads to relaxation of anal sphincter causing release of meconium.
